This article makes two very important points:

The first is that an Information Governance program, like any major initiative in an organization, is doomed to failure without the active support of and management by a C-level executive.

And the second: "You need to create an IG steering committee that includes primary stakeholders from legal, records, compliance, privacy and security, IT, and HR." 

A successful Information Governance program will not be created in a vacuum; it must be the product of an integrated, cross-departmental effort. Absent this kind of collaboration, departments will continue to pursue their individual goals and information resources will become ever more disconnected and difficult to manage.
